Clause 3.33 (vegetable exemption) is lawful and permissive: it enables but does notrequire regional councils to set target attribute states below national bottom lines forspecified attributes in two named vegetable growing areas; any target set below a bottomline must nevertheless provide for an improved attribute state and must not compromisedomestic supply of fresh vegetables or food security.
