The applicant failed to identify a seriously arguable question of law because the challenges advanced were effectively factual credibility and weight complaints which were open to the Tribunal; those alleged factual errors did not amount to errors of law nor raise issues of general or public importance or any other reason warranting High Court determination, therefore leave under s245 and s249 must be refused.
