    The investigator did not exceed her terms of reference by including a reasoned expression of 'strong suspicion' based on interview evidence and other material; the 'strong suspicion' was not irrational or devoid of probative foundation; there was no breach of natural justice given the report was prepared for the Commissioner alone, but if the report or parts relating to A were to be published the investigator must disclose specified source materials and allow A further opportunity to respond prior to finalising the report.
