Applicant had no appeal right against the earlier decisions and s78B only empowers rehearings for irregularities that occurred in the procedures leading up to the order for the fine; misapplication of sale proceeds occurring after the order is not remediable by s78B and must be pursued by judicial review under the statute governing application of proceeds (s100R).
