The High Court held as a matter of law that conduct lacking good faith is relevant at any stage of the statutory process and may vitiate a claim for refugee status; the IPT erred by failing to examine whether the appellants' renunciation of Singapore permanent residence was otherwise than in good faith, so the appeal was allowed and the matter remitted to the IPT to clarify or re‑open proceedings to determine good faith and confirm or substitute its decision.
