Section 147 of the Accident Rehabilitation and Compensation Insurance Act 1992 requires a written election by 31 March 1993 to preserve entitlement to lump sum compensation from the prior Acts; failure to make that written election results in loss of lump sum entitlement and there is no discretion for the respondent or court to extend the deadline; the respondent had no duty to personally notify the appellant given widespread publicity about the new regime.
