Appellant failed to prove, on the balance of probabilities, that his employment activities caused or substantially contributed to his cervical spine osteoarthritis (and right hip) because the condition was unilateral, widely attributable to age-related degeneration predating the accident, and the weight of expert medical opinion favored a non-occupational explanation; therefore ACC's declinature is confirmed.
