Applying Varjan factors the offending was sophisticated, prolonged and caused significant intergenerational harm to an iwi; starting point of four and a half years' imprisonment was appropriate; after discounts of 20% for guilty plea, 5% for remorse and 10% for previous good character (total 35%) the sentence is reduced to 35 months' imprisonment; custodial sentence necessary given magnitude, breach of trust, sophistication and impact on victims.
