Because the appellant had an accepted claim for occupational dermatitis and medical evidence established incapacity from 6 April 1999, he was an incapacitated earner immediately before the 19 June 1999 wrist injury and therefore entitled to weekly compensation; the employer's unpaid leave arrangement did not negate that status.
