The High Court held there was no error in principle or manifest excess: given the premeditation, scale and abuse of a high‑trust emergency wage subsidy scheme, denunciation and general deterrence were determinative and a sentence of imprisonment was justified; the starting point and discounts applied were within the available range and the appeal is dismissed.
