Ratio Decidendi

Salimini Saidi was lawfully dismissed for serious misconduct in the management of public property, after being given an opportunity to respond to the allegations. The penalty of dismissal was proportionate to the gravity and potential consequences of the misconduct. The closure of the criminal case did not bar administrative disciplinary action. He was only entitled to damages for not receiving a work certificate, as previously awarded, minus costs awarded to the State on appeal.
