LAW Nº 71/2024 OF 26/06/2024 GOVERNING PERSONS AND FAMILY

This article says the law governs persons, family, matrimonial regimes, donations, and successions. This article defines key terms used in the law, including residence, domicile, child, family, property, civil status, adoption, and parental authority. No one may use private agreements or other legal acts to override laws protecting human rights, public order, or Rwandan good morals. Foreign laws, judgments, legal acts, and private agreements made abroad have no effect in Rwanda if they conflict with public order, social interest, or Rwandan good morals. This article says a Rwandan’s status and capacity are governed by Rwandan law, with a choice of law for a dual-national Rwandan domiciled abroad, and a foreigner in Rwanda is generally governed by their home-country law unless they have no nationality.
