Norwich Pharmacal relief was granted because the applicant produced cogent and compelling evidence of fraud (bank evidence, pay-in slips, WhatsApp records and police reports), the information sought was highly germane to identifying account holders and tracing fundflow, the disclosure sought was specific and proportionate, and the Banks took a neutral stance and raised no objection, so the balance of interests favored disclosure.

Given the strong evidence of wrongdoing (bounced HKD 500,000 cheque), the necessity for the plaintiff to obtain the 2nd defendant's address to serve and pursue a viable claim, and after balancing privacy/confidentiality concerns against the need for redress, the court granted limited Norwich Pharmacal relief ordering the bank to disclose only the 2nd defendant's last known address in its records within 14 days.
