The appellant failed to establish that the 2004 amendments infringed Articles 136(1) or 141(3); the asserted constitutional right to appoint 100% of a school's management committee and to control appointments of supervisors and principals according to previous practice is not protected by the Basic Law; accordingly costs follow the event and the appellant must pay the respondent's costs here and in the courts below.
