    The court dismissed the leave application and affirmed the aggregate 24-month sentence because the sentencing judge properly weighed aggravating factors (targeting police and families during a period of social unrest, breach of employer trust, sensitive nature and scale of data, actual victim distress) and applied sentencing principles including proportionality and totality; the comparative authorities relied on by the defence were distinguishable and did not render the sentences manifestly excessive.
