The court construed 'enrol' and 'registration' in the context of the Nurses Registration Ordinance as proceedings admitting a person onto a register and held that the exception in s.4(1)(c) of the Rehabilitation of Offenders Ordinance applies to those registration/enrollment proceedings; the proposed questions were not reasonably arguable points of law of great and general importance and the application for a certificate under s.32 was refused.
