The Court held the judge did not err in the starting point or in refusing a suspended sentence given repeated substantial L/C frauds and damage to trust in trade finance, but did err in cancelling out an otherwise appropriate 4‑month reduction for prosecutorial delay; accordingly the sentences of 21 months concurrent were set aside and substituted by concurrent sentences of 17 months imprisonment.
