Applicants were entitled to costs of the habeas corpus proceedings and the injunctive proceedings under section 21J, to be paid by the Attorney General with certificated counsel numbers as agreed; costs of the judicial review before the High Court were confined to the issue of the invalidity of Mr Line's appointment and no costs were awarded for proceedings before Mr Line because the applicants should have raised that point earlier, making later proceedings unnecessary; leave to appeal the costs order was refused.
