The court held that Article 26 must be read in the full context of the Basic Law, its related articles (notably Articles 45 and 68), the Annexes, the 1990 Explanation and the constitutional history; on that contextual, mosaic reading sections 25 and 26 of the Legislative Council Ordinance permitting corporate voting are not inconsistent with the Basic Law and the applicants' contrary argument is not reasonably arguable, therefore leave to appeal is refused.
