On the facts the Commissioner did not act unlawfully: the lengthy continuation of LNCs was not shown to be operationally disproportionate or in bad faith given the exceptionally large and complex cross‑border investigation, monthly reviews were conducted in accordance with the FPM, the police did not unlawfully freeze accounts (banks effect freezes), there was no fettering of discretion, no ultra vires act, and no procedural unfairness; the judicial review is dismissed.
