Court found He Da wholly liable because VTS data and witness assessment showed He Da did not take early action or execute the alleged starboard turn at 2115, failed to keep proper lookout or respond, crossed Pontodamon's bow and executed a late starboard turn that caused the collision; Pontodamon as stand-on properly maintained course and speed and its limited port alteration was justifiable.
