S.9B(2)(a)(ii) is an offence of strict liability as it concerns public safety; 'causes' is to be given a common-sense meaning per Alphacell such that deliberate acts or control producing the result constitute causing; the agreed facts and business registrations permitted the irresistible inference that the appellant, as manager with control of the electronic locking, caused the exit doors to be secured and thus rendered escape materially more difficult, so the application for leave to appeal was dismissed.
