The applications were dismissed because the intended challenges were out of time with no adequate explanation for delay, the reconsideration did not raise new matters and could not revive or extend time, the pleadings disclosed no reasonably arguable grounds with a realistic prospect of success, and the earlier interlocutory injunction and subsequent events rendered the original Departure Decision challenge academic; accordingly leave to apply for judicial review was refused and costs awarded to the Director.
