Mr Chan's conduct demonstrated serious misfeasance, misapplication of client and company assets, breach of fiduciary duties, failure to keep proper books and failure to cooperate with liquidators, making him unfit to manage a company; criminal disqualification did not preclude civil disqualification; having regard to the scale and seriousness the appropriate civil disqualification is 13 years 10 months (after adjusting for prior disqualification overlap).
