The Detention Order to the DATC was quashed because it was wrong in principle to delay the DATC until after a subsequently imposed term of imprisonment when transfer while serving a sentence is governed by the Ordinance; the appropriate relief was to substitute concurrent prison sentences (one year for theft, six months for resisting arrest) to run concurrently with the 21-month sentence being served.
