    The Chan Chi-man tariff applies to the total mass of cannabis resin seized; THC concentration is a mitigating or aggravating adjustment only. Given the actual seizure exceeded 50 kg a starting point of seven years (reduced to six for very low THC) would have been appropriate; having regard to Wong Kwok-wai the Court allowed the Attorney General's review and increased the recorded sentence to four years for each respondent.
