The court dismissed the variation summons because (1) the POs were validly made under s3(4) Sch 7 and, as a matter of principle, relevance/utility determinations at the ex parte stage should not ordinarily be reopened; (2) on a re‑weighing of public interest under s3(4)(d) the utility of unredacted material for a national security investigation outweighed privacy/confidentiality claims; and (3) statutory provisions and precedent permit compelled disclosure to investigative authorities, so redaction was not justified.
