Humanitarian grounds were inadequately supported and did not justify interfering with the sentence, but because prosecution policy indicated the immigration charge would not have been pursued but for the appellant's act of resisting arrest, the appropriate exercise of sentencing discretion required ordering the two sentences to run concurrently rather than consecutively.
