The High Court held that s12(2) of the Small Claims Tribunal Ordinance did not require the Attorney-General personally to sign claim forms; an authorised officer could validly sign as agent and the prior authorisation and subsequent ratification validated the forms, therefore the appeals were allowed and judgment entered for the amounts claimed.
