The applicant failed to raise any question of law under s.28 and did not establish that the Deputy Adjudicator's factual findings were perverse or unsupported by evidence; the Tribunal properly preferred contemporaneous documents and witness testimony over the uncorroborated and inconsistent account of the applicant; the allegation of being prevented from speaking was unsupported and, even if true, would not change the outcome given absence of documentary evidence; accordingly leave to appeal was refused and the application dismissed.
