    The court held that special reasons were established for the appellant because the absence of insurance resulted from the agent's default and the appellant reasonably relied on the lender's apparent and demonstrable practice of keeping vehicles insured; it would be inconsistent to find special reasons for the owner but deny them to the bona fide user, and accordingly the disqualification was quashed.
