The appeal is dismissed because the applicant failed to identify any error of law or omission by the judge in refusing leave; the Board's credibility and relocation findings were open to it, the alleged incident was not raised in the Form 86 and therefore could not be relied on, and family ties in Hong Kong do not constitute a non-refoulement ground; accordingly leave to apply for judicial review was correctly refused.
