The appeal was allowed in part: the magistrate erred in ordering the sentences to run mostly consecutively producing 30 months. Applying sentencing authorities (including Li Chang Li) and the totality principle, the appropriate overall sentence is 21 months imprisonment achieved by ordering the two sentences to run concurrently; a modest increase beyond the 15 month baseline is warranted by the greater mischief and length of unlawful stay.
