Given the evidence that the company permitted Madam Lam to act with the Labour Department (she signed the application and statutory Form LD334 with the company chop), that the Department addressed correspondence relating to the scheme to the company while she acted on its behalf, and that she was the person who received the inspector and admitted no register existed, a reasonable inference of actual or apparent authority to make that admission arises and the magistrate should have so held.
