The court held that 'street' retains the meaning given in the Buildings Ordinance for the purpose of site classification; regulation 23(1)(c) merely provides for measurement points for height calculations (and applies a 4.5 m. threshold for that measurement) and does not alter the statutory definition or the classification of sites; therefore the Plot abutting three streets as defined is a class C site and the Building Authority's contrary classification was incorrect.
