The contracts' references to an "occupation permit" must be construed as referring to the government document that permits lawful occupation in the factual context; under the Small House Policy that document is a Certificate of Compliance. Issuance of that Certificate satisfied clause 9 and was not a separate unfulfilled condition precedent entitling purchasers to cancel; therefore the purchasers repudiated or breached the contracts and Worldpart succeeded on its claims/counterclaims.
