s.83B(1) and (3) of the Public Health and Urban Services Ordinance, read according to their natural meaning, prohibit hawking in any street without a licence; accordingly by-laws 5(1) and 56(1) are inconsistent with those subsections to the extent they attempt to criminalize the same conduct and are impliedly revoked to that extent, though they were not ultra vires when originally made.
