The Third Schedule of the Building Management Ordinance governs owners incorporation meetings and requires decisions to be made by a majority of votes; under that regime the Plan No.3 resolution did not receive the required majority (it was a plurality only) and therefore the resolution was not validly passed and the 3rd Respondent is not liable for the claimed contributions.
