The Third Schedule to the Building Management Ordinance governs owners incorporation meetings and a resolution requires a majority meaning more than half of the votes cast (or as otherwise required by the rules); Plan No.3 obtained 438 of 998 votes cast (and 438 of 1024 present) which is less than a majority, therefore the resolution adopting Plan No.3 was not validly passed and the 3rd Respondent is not liable to contribute.
