The court directed that affidavits or affirmations filed by the Secretary for Justice shall stand as the evidence in chief of the deponents provided they attend trial for cross-examination, subject to the trial judge's discretion to require oral evidence in whole or in part; this was justified by the need to promote efficient administration of justice and Civil Justice Reform objectives and because no real prejudice to respondents was shown.
