Having assessed the totality of circumstances — the mother's persistent drug dependence, repeated imprisonments, criminality, prolonged and intermittent lack of contact with the child, failure to implement undertakings to reform, absence of concrete and realistic plans for care on release, and the father's absence — the mother's refusal to consent was objectively unreasonable and prejudicial to the child's manifest best interests; accordingly the court will dispense with the mother's (and, if necessary, the father's) consent under s.6(1).
