Article 26 of the Basic Law and Article 21(b) of the Bill of Rights were not intended to preclude corporate voting in elections for functional constituencies; historical practice, Annex II, the Decision and the 1997 Measures demonstrate the Basic Law contemplates corporate bodies as constituents and corporate voting is constitutionally permissible; applicants' challenges dismissed.
