The application for leave to appeal out of time was dismissed because the applicant failed to identify any question of great general or public importance as required by s22(1)(b) Cap 484, all grounds lacked particulars and were not reasonably arguable (including a state acquiescence point already addressed), and there was no basis to grant leave under the 'otherwise' limb; accordingly the Notice of Motion of 27 November 2019 was dismissed.
