The Costs Orders are taxed judgment debts giving rise to a prima facie entitlement to enforce; the pending Appeal against the HCSD Decision did not affect the validity of those Costs Orders, Eleanor failed to show a bona fide dispute on substantial grounds or a reasonable prospect of success in the Appeal, and her offers were based on speculative, illiquid and disputed assets which a reasonable creditor was entitled to refuse; accordingly the petition is allowed and a bankruptcy order with costs is made against the Debtor.
