Statutory consent by the Attorney General under s.31 must be given after fair consideration of relevant facts; where the Attorney General was not informed that the appellant had been granted further time to provide an explanation and so was deprived of considering that explanation, the consent was invalid; absent valid statutory consent the District Court lacked jurisdiction and the conviction is a nullity.
