The Notice of Motion was dismissed because the applicant failed to give a reasonable explanation for a substantial delay of over nine months and failed to identify any question of great general or public importance under section 22(1)(b) Cap 484; consequently none of the matters were reasonably arguable before the Court of Final Appeal and there was no basis to grant leave under the 'otherwise' limb.
