The appeal was allowed and the Council's findings of misconduct and penalties were set aside because the Council failed to address and explain the significance of critical documentary evidence which supported the appellants' version and undermined the complainants' testimony, thereby vitiating the adverse credibility findings and rendering the convictions unsafe; despite that, a re-hearing was declined as not in the interests of justice given delay and other factors.
