The New Grant was made to the Tong and the assignment to Mr Tang was a conveyance to him alone rather than preservation of an interest held by an eligible tso/tong on 30 June 1984; accordingly section 4's exemption did not apply and section 4(3) did not assist the appellant, so the Lands Tribunal's order exempting him was set aside.
