The Registrar's act of fixing a hearing date is not a decision of the Tribunal under s.11A; the Registrar is not a constituent of the Tribunal; "taking of any step in any proceedings" in s.10(2)(d)(ii) refers to steps by parties and does not permit the Tribunal to enlarge the statutory one month period for deciding to review, therefore the Tribunal lacked jurisdiction to hear the review.
