The applicant failed to advance any arguable legal or jurisdictional point; the Tribunal's findings that the documents were genuine and that the address error was a typographical matter are supported by evidence and within its jurisdiction; therefore leave to appeal is refused and no costs order is made.

The review is dismissed because claimants failed to produce credible evidence linking the submitted invoice to their alleged losses, failed to discharge the evidential burden for quantum or for mental distress, and the tribunal properly exercised its limited s16(3) inquiry duty; therefore the HK$100 symbolic award and the original orders are legally sound.

All of Mr Hall's applications for leave to apply for judicial review and intended civil claims were refused because the transfers and medical treatment were lawful under the Prisons Ordinance and on medical advice, many claims were time‑barred or not reasonably arguable, alternative remedies existed or proceedings were an abuse of process, and some claims were premature; the court further ordered that, under the RPO, Mr Hall may make only one application every three months to prevent continued abuse of process.
